Thamar University Implements a Training Program Entitled “Code of Professional Conduct and University Work Ethics” with the Participation of 120 Academic and Administrative Staff

■ As a part of a comprehensive institutional approach to promoting professional values and establishing the principles of integrity and responsibility, and under the generous patronage of Professor Dr. Mohammed Mohammed Al-Haifi, the Rector of the University, the University, through its Center for Academic Development and Quality Assurance and the Code of Professional Conduct and University Work Ethics Team, implemented a specialized training program with the participation of 120 academic and administrative staff representing the University's various colleges, units and centers.
The program's activities commenced today and will continue over two days, Sunday and Monday, Rajab 8-9, 1447. (December 28-29, 2025). The opening session was held in Al-Muqaleh Hall at the College of Administrative Sciences, while the training and knowledge-sharing program continued in the Economic Consulting Center.
This is a part of a qualitative development initiative, representing the second phase following the procedures simplification program implemented by the university in recent months.
In his opening remarks, the University Rector emphasized that the implementation of this program aligns with a strategic vision aimed at enhancing job performance and solidifying the principles of justice, equality, and transparency.
He stressed that the Code of Conduct is no longer a rigid procedural document, but rather a system of values and practical behaviors that contribute to eliminating delays, procedural complexities, favoritism, inequality, and corruption. He also highlighted the effective steps the university has taken in recent years, making adherence to the Code's provisions a daily practice stemming from a deep-rooted awareness and personal responsibility.
In a related context, Professor Dr. Abdulkarim Zabiba, the Vice-Rector of the University for Graduate Studies and Scientific Research, addressed behavioral psychology and its impact on shaping institutional behavior, emphasizing its close connection to the Code of Conduct.
Professor Dr. Abdulkafi Al-Rifai, the Vice-Rector of the University for Student Affairs, also stressed the importance of institutional awareness of the principles of equality and transparency, and the reliance on modern methods that contribute to closing loopholes for corruption and bribery, thus strengthening the values of integrity in university work.
Dr. Mohammed Ali Hutram, the General Secretary of the University, affirmed that the administrative staff is the cornerstone of the financial and administrative reform process, noting that the administrative apparatus bears the primary responsibility for translating the Code's provisions into practical application across various operational departments.
Meanwhile, Mr. Essam Al-Omaisi, the General Director of the Civil Service and Administrative Development Office in the governorate, reviewed the importance of the Code within the framework of public service and the Ministry of Civil Service's commitment to its implementation, outlining the key features of the next phase in developing administrative performance.
The program covered integrated scientific and practical topics. Professor Dr. Adel Abdulghani Al-Ansi, the Vice-Rector of the University for Academic Affairs and Dean of the Center for Academic Development and Quality Assurance, presented the first topic, which focused on the conceptual framework of the Code of Professional Conduct. He reviewed the main concepts of professional conduct and work ethics, the objectives of the Code, and its importance in building a positive institutional culture. He also discussed the reference and legislative framework, measurement indicators, and implementation safeguards, supporting his presentation with analytical examples from the university work environment.
Mr. Abdulrazzaq Ali Al-Ofairi, the Head of the Code of Professional Conduct Team, emphasized that this program represents a pivotal milestone in the university's administrative and ethical development, marking the beginning of the practical application of the Code's principles and values. He noted that the trainees' participation reflects a practical commitment to translating the Code's provisions into tangible reality in classrooms, laboratories and offices through initiatives, programs, and development plans that consider the specific characteristics and nature of each unit's tasks.
The program also addressed the fundamental principles, values and rules for fulfilling responsibilities. Dr. Fadhl Al-Omaisi reviewed the principles related to public service as a responsibility and a service to the people.
Mr. Hassan Al-Mawshki, the University Rector's Consultant for cultural affairs, discussed the system of behavioral values that underpins ethical professional conduct, while Mr. Shaif Al-Tairi addressed the factors that contribute to efficient performance of responsibilities.
The sessions concluded with a lecture by Dr. Rashid Al-Sanafi, the Vice Dean of the Center for Academic Development and Quality Assurance, on promoting integrity and combating corruption, controls for preventing conflicts of interest, protecting public funds, and mechanisms for handling complaints and reports.
This course is a part of the implementation of the Code of Conduct and Ethics for Public Service Units issued by the Ministry of Civil Service. This national document, which is mandatory, aims to re-establish the concept of public service and solidify a value system that combines religious and organizational principles, promotes self-preservation against corruption and enhances institutional performance.
The outcomes of this program are expected to have a tangible positive impact on administrative and academic performance at Thamar University by strengthening professional commitment, streamlining procedures, and building a work environment based on integrity and responsibility. This will solidify the university's position as a beacon of science and knowledge, a school of values and ethics, and a center for community service.
