Thamar University wins first place in preparing experimental guides for services

■ The Deputy Prime Minister with the Minister of Administration and Local and Rural Development, Mr. Mohammed Al-Madani, the Minister of Civil Service and Administrative Development, Dr. Khaled Al-Hawali, and Governor of Dhamar, Mr. Mohammed Nasser Al-Bukhaiti, honored Thamar University today with the Ministry's Shields for its excellence and obtaining first place in preparing and equipping the experimental guide for University services and implementing the Code of Professional Conduct.
 
At the event which attended by the Rector of Thamar University, Professor Dr. Mohammed Al-Haifi, and his Deputies for Academic Affairs, Professor Dr. Adel Al-Ansi, and Student Affairs, Professor Dr. Abdulkafi Al-Rifai, and a number of University leaders and Academic and Administrative cadres, the Head of the Services Development and Procedures Simplification Team, the General Secretary of the University, Dr. Mohammed Hutram, and the Head of the Code of Professional Conduct Team, Mr. Abdul Razzaq Al-Afari, were honored with the shields of the Ministry of Civil Service and Administrative Development.
 
At the launch, the Minister Al-Madani praised the steps taken by Dhamar Governorate in preparing service guides for government agencies and said, "Dhamar Governorate is one of the first to initiate this aspect." 
 
He urged the completion of the guides in various agencies and institutions and following up on their application in practical reality and evaluating them, considering administrative work a fundamental pillar for the success and development of state institutions and the advancement of their services, as well as achieving the optimal use of natural, human and environmental resources. 
 
Deputy Prime Minister Al-Madani called on all governorates to follow the example of Dhamar Governorate in preparing experimental guides for services, stressing its importance as an administrative achievement that will work to organize and improve the performance of government agencies and facilitate and improve their services to citizens. 
 
Meanwhile, the Minister of Civil Service and Administrative Development Dr. Khalid Al-Hawali praised the efforts of Thamar University in preparing the experimental guide for University services and the advanced steps in bringing about a qualitative shift in developing services, simplifying procedures and implementing the code, wishing the University leadership represented by Professor Dr. Mohammed Al-Haifi, the Rector of the University, all success and progress for the good and renaissance of Yemen. 
 
The Minister of Civil Service considered the experimental guides for services an advanced step within the government's program to develop services and simplify procedures, aiming to provide services in a proper and organized manner and facilitate the completion of transactions with quality, accuracy and timeliness.
 
He stated that after completing the guides, the step is to implement them in reality and launch the unified window for services, noting the initiative of Dhamar Governorate in launching the project and code of professional conduct.
 
Dr. Al-Hawali stressed the importance of the value, ethical and administrative aspects and the concerted efforts of all to achieve the desired success.
 
From his part, Thamar Governor Al-Bukhaiti confirmed that the Governorate has made progress in the reform process, indicating that it included most of the offices and the rest are being completed.
 
He pointed out the importance of administrative work in the success of construction and development efforts and the advancement of the reality and performance of vital, developmental and service sectors in all fields.
 
The Governor, Mr. Al-Bukhaiti stressed on the offices and entities that have not completed the experimental guides for services to quickly complete them, urging them to double their efforts to achieve more successes and make Dhamar Governorate a model for the rest of the governorates. 
 
In turn, the General Secretary of the University, Dr. Mohammed Hutram, reviewed in his speech the services development teams, the procedures and stages that the experimental guides project went through, which included coordination, preparation and correspondence to nominate teams, implementing the training program for teams on theoretical and practical guides and procedures, and listing services in reality and programming, simplifying and organizing them in a way that facilitates their access by the beneficiary. 
 
From his part, the Director of the Civil Service and Administrative Development Office, Mr. Essam Al-Omaisi, praised the University teams and their excellence over the rest of the administrative units, explaining that the entities whose experimental evidence was launched are "the General Diwan of the Governorate, Thamar University, the Community College, Dhamar General Hospital Authority, the General Authority for Agricultural Research and Guidance, Al-Wihdah Teaching Hospital, the General Authority for Multiplying Improved Seeds, the Earthquake and Volcano Monitoring and Study Center, the Cleanliness and Improvement Fund in Dhamar and Maabar, and the Local Water and Environment Corporation.
 
Then the Rector of Thamar University, Professor Dr. Mohammed Al-Haifi, honored the Minister of Civil Service and Administrative Development, Dr. Khaled Al-Hawali, with the University Shield.
