■ As part of developing institutional performance and enhancing the efficiency of human resources, the office of the Rector of Thamar University witnessed this morning the signing of the university's staffing plan, encompassing both academic and administrative aspects.

This is a preliminary step before submitting it to the Ministry of Civil Service and Administrative Development for review and approval, ensuring it meets the university's human resource requirements and aligns with its academic and administrative needs.

During the signing ceremony, the University Rector, Professor Dr. Mohammed Mohammed Hassan Al-Haifi, commended the efforts of the staffing plan preparation committee. He praised the level of coordination and integrated work undertaken by the committee, with the participation of university leaders and staff from the human resources, academic affairs, and administrative departments. He emphasized the importance of this work in establishing a precise institutional framework for identifying staffing needs and enhancing the efficiency of administrative and academic planning.

This plan is the culmination of institutional work and systematic planning aimed at identifying the actual staffing needs of the university's various components. A separate plan was developed for each sector, each college, the Institute of Continuing Education, and the University Hospital, ensuring that the specific tasks, responsibilities, and nature of work in each university unit are taken into account. This establishes a comprehensive organizational framework for determining staffing needs.

The plan's development was based on a thorough analytical study of each position, including a review of the organizational and functional structures, the timeframes for task performance, and an assessment of job responsibilities. It also defined the required qualifications and skills, as well as the activities and tasks associated with each position.

The study also included an evaluation of the actual staffing needs, considering the workload and nature of the work, and the extent to which the required number of employees aligns with the established timeframes and legal and regulatory requirements.

The plan's development adhered to the legislative frameworks governing academic and administrative work, primarily Yemeni Universities Law and the Civil Service Law, ensuring that the identified needs are based on legal foundations and objective criteria.
